Manage Users.

	Use the Tools -> Manage User Accounts menu on top of the issue panel to open account managenent page. You have to have admin rights to open this page.
	Select users from the list "2" and assign roles ("3"). You can use filter "1" to display only subset of users. User can be deleted from the system -"4". There are 4 roles in the application: Administrators - have full access to the application. Developers - cannot add, edit, delete, or manage projects. Cannot delete issues. Cannot edit or detele others comments.  QA testers - have the same rights as Developers. Customers - Lowest access level to the application. Customers can only create issues, add comments, edit and delete their own comments.
